Notice to Clerk (for filing fees or other delay in filing) Re: Claim of Damages received September 28th 2020, dated 9/25/2020 Hello Terri, Thanks for the letter in acknowledgement of receipt of my claim of damages against the City of Spokane. The reason for the claim is that I am not the class of person who is bound by any Codes, statutes, ordinances or other requirement of the City of Spokane which includes the Spokane Municipal Code. Whereas it has been proven, "That… [i]t is not a rule binding upon mankind in their natural state. There, every man is independent of all laws, except those prescribed by nature. He is not bound by any institutions formed by his fellowmen without his consent". [CRUDEN v. NEALE, 2 N.C. 338; 1796] Thus, since I have no contract to perform at the request nor on behalf of the City of Spokane, I reserve my natural right not to be compelled to perform under any “contract” that I did not enter into knowingly, voluntarily, and intentionally. Additionally, according to the part of Spokane Municipal Code [04.02.030(B)] quoted in the letter, which states: “The claim must bear an acknowledgement that it has been sworn to or affirmed by the claimant…” and does not expressly require “notarization” or the use of any particular form. Therefore, my statement on my original claim which states, “Affirmed under penalties of perjury of the Law of the land that the foregoing is true and correct and will testify to there veracity in open court to be true and with firsthand knowledge.”, already meets or exceeds statutory requirements....
